I added the WinDesktop.class file to the Custom panel in JExpress "After install" or "After menus installed", but no desktop icons are added.

First, be sure that you have created at least 1 menu item that includes a "long name" on the Menus panel.

The professional versions of Windows can be configured so all registry entries aren't accessible for security reasons. If a system has restricted access to the registry, then the WinDesktop class will fail to add desktop icons. Specifically, if a program with ordinary privileges can't access the Software\Microsoft\Windows\CurrentVersion\Explorer\Users Shell or Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders registry entries, then WinDesktop cannot add icons.

Also, we have had some reports that some configurations of XP Pro do not properly set the registry entries noted above properly. On these systems, the WinDesktop class will not work as is.
